JOB NAME: DEVELOPING A CORRUPTION PREVENTION TRAINING PROGRAM FOR LEGAL DEPARTMENT OFFICIALS

Introduction: Independent authority against corruption, in cooperation with the United Nations Development Program (UNDP), is developing and implementing a training program to prevent and educate civil servants on corruption and conflicts of interest under the “Strengthening Specialized, Citizen-Centered Civil Service in Mongolia” project.

Objective: To develop a case-based training program to prevent corruption, conflicts of interest and the risk of corruption-related crimes related to the activities of the legal department of the government, aimags, the capital city, ministries and agencies.

Curriculum structure: The curriculum has 4 modules, each consisting of 4 topics. The content of each topic consists of an analysis of 2 cases within 45 minutes.

General requirements for the training program:

• Purpose. Each syllabus and course will have a specific purpose, which will be consistent with the overall goal of preventing corruption, conflicts of interest, and crime.

• Objectives. Sub-objectives aimed at achieving the objectives of the curriculum (for example, what the learner has learned, what they can do, and what attitudes they should develop).

• Expected results (actual results of the program). The results are clear and measurable.

• Learning process. The results of any program are achieved through training. Therefore, the quality of the program is critical to the way in which students manage the process of achieving the intended outcomes. The training process is based on interactive methods such as analysis, analysis and interpretation of specific cases of corruption and conflict of interest. There are also appendices related to teaching methods, legal and theoretical resources, training slides, etc.

•           Relation. The curriculum and its components are linked based on “defined outcomes”.

• Evaluation. Methods have been developed to measure the actual implementation of the identified goals and objectives of the program, to continuously monitor the effectiveness of the program, and to conduct a reasonable evaluation.

Requirements for the consultant:

• Experience in teaching, research and practice related to curriculum topics;

• Experience in developing curricula based on case studies and interactive methodologies;
