An onsite inspection was conducted in August 2019 under a civil complaint related to the Head of the 10th center of the Housing and community managing agency who collected donations in connection with 55th anniversary of establishment of the agency and did not report the expenditure and is suspected of embezzling.
In connection with the anniversary, 23,165,000 tugrugs was collected and of which, 23,144,850 tugrugs was spent with a remaining amount of 20,150 tugrugs. An inspection of the financial documents, report and other documents showed head of the 10th center G.Gantulga did not embezzle any of the donations.
No approval for organization of the anniversary was granted by the Housing and community managing agency and nor any report and results on the expenditure of the donations was given the agency or the 10th center. A notice was given to report the collected donation and its expenditure to the officials and the donating persons and instructions to inform the public as well as adhere the relevant legislation.
Implementation of legislative regulation on supervision of the higher authority over the activities of its subordinate agencies, collecting and spending donations, in particular register and grant of donation receiving, legal permission on collecting donation, expenditure and transparency is weak.
Therefore, recommendations were submitted to the Housing and community managing agency regarding strict adherence and implementation of articles on collecting donations specified in the Law on regulating public and personal interest in public office and preventing conflict of interest.
