BY FULLY TRANSITIONING THE PRELIMINARY DECLARATION OF PRIVATE INTERESTS TO AN ELECTRONIC FORMAT, MORE THAN 100 MILLION MNT IN ANNUAL OPERATIONAL COSTS WILL BE SAVED

The Independent Authority Against Corruption (IAAC) will fully digitalize the process of receiving, reviewing, resolving, and providing responses to the Preliminary Declaration of Private Interests (PDPI) starting from April 15, 2026, within the framework of the “Smart Government-2” project.

In accordance with the Law on the Regulation of Public and Private Interests and Prevention of Conflict of Interest in Public Service, the PDPI of individuals nominated for public office is received by the appointing authority or official and submitted to the IAAC. Based on the review conducted by the IAAC and its official response, a decision is then made on whether to appoint the candidate.

The PDPI serves as a primary source for verifying whether a nominee: has been convicted by a court for corruption or abuse of office while serving in public service; has direct connections with business entities related to the functions, responsibilities, or sector of the position they are being nominated for; would be placed in a direct reporting or supervisory relationship with a related or affiliated person, or someone with aligned interests; does not meet the specific requirements of the position; or would result in a violation of relevant sectoral or other applicable laws if appointed. Furthermore, the PDPI is one of the key mechanisms for preventing corruption and conflicts of interest in public service. Currently, during the review process, organizations submit official documents and job descriptions in paper form, and the IAAC provides its responses through paper-based official correspondence.

By fully digitalizing all stages of receiving, reviewing, resolving, and responding to the PDPI, the use of paper-based official documents will be completely eliminated, and inter-agency information exchange will be conducted through the electronic declaration system. This transition will enhance transparency in the PDPI review process and improve the efficiency of public administration. Additionally, according to preliminary estimates, it will enable government organizations involved in appointment processes to save over 100 million MNT annually in direct costs, including expenses for paper, printing, postage, and transportation.
