ARTIFICIAL INTELLIGENCE BEGINS TO BE USED IN REVIEWING REGULATIONS

Within its mandate under Article 18.4.2 of the Anti-Corruption Law: “If it is determined that conditions conducive to corruption have emerged, and that conflicts of interest exist, the Agency shall insist on revising and invalidating orders, decisions, procedures and rules enacted by state bodies or officials”, the Independent Authority Against Corruption (IAAC) has reviewed a total of 388 decisions, orders, and regulations over the past three years. As a result, amendments were proposed for 152 decisions, including revising specific provisions, rewording certain clauses, or fully or partially invalidating them in order to prevent corruption and conflicts of interest.

Since the beginning of 2026, legal reviews have been conducted on the draft “Regulation on Renting, Granting Ownership of, and Selling State-Owned Housing to Target Groups,” as well as on several existing regulations, including: the “Regulation on Towing Vehicles Using Specialized Vehicles, Operating Impound Yards and Facilities, and Establishing Fee Rates for These Services,” approved by Resolution No. 33/35 (2015) of the Citizens’ Representatives Khural of the Capital City; the “Regulation on Conducting Surveys,” approved by Order No. 339 (2006) of the Governor of Songinokhairkhan District; the “Regulation on Monitoring and Evaluating the Performance of the Governor’s Office, Its Affiliated Divisions, Units, and Khoroos,” approved by Order No. 344 (2006); the “Charter of the Ethics Council under the Governor,” approved by Order No. 485 (2013); and the “Regulation on Assigning Staff of the Governor’s Office to Work with Khoroos,” approved by Order No. 39 (2010) of the Head of the Governor’s Office of Songinokhairkhan District. Based on these reviews, proposals have been submitted to invalidate or amend the relevant regulations where necessary.
