PARTICIPATION IN THE 11TH SESSION OF THE CONFERENCE OF THE STATES PARTIES TO THE UNITED NATIONS CONVENTION AGAINST CORRUPTION

The 11th session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC) was held in Doha, State of Qatar, from 15 to 19 December 2025 under the theme “Shaping Tomorrow's Integrity, Together.”

The conference brought together over 250 representatives from more than 170 countries. Discussions focused on the use of artificial intelligence and other digital tools in combating corruption, culminating in the adoption of the Doha Declaration in this area.

The Conference adopted several resolutions, including on strengthening platforms for dialogue and cooperation between the public and private sectors on UNCAC implementation, enhancing the Implementation Review Mechanism and transparency, addressing the links between corruption, climate change, and environmental harm, reducing corruption risks in small island states, and increasing transparency in political financing.

The Mongolian delegation, led by Mr. L. Munkhtushig, State Secretary of the Ministry of Foreign Affairs, included representatives from the Cabinet Secretariat of the Government, the General Election Commission, the Independent Authority Against Corruption (IAAC), and the Secretariat of the National Council for Crime Prevention. From the IAAC, Mr. G. Azzaya (Acting Head of the National Anti-Corruption Strategy Implementation Department) and Mr. S. Galbadrakh (Senior Officer of the same department) participated.

A resolution initiated jointly by Mongolia, Albania, Ghana, and Norway titled “Preventing and combating corruption by promoting transparency in political party financing, candidates, and election campaigns” was adopted by consensus on 19 December 2025, with the support of all 192 States Parties. More than 60 countries co-sponsored the draft resolution, demonstrating broad international support for Mongolia’s initiative.

As a co-initiator, Mongolia will play an active role in advancing the implementation of the resolution, particularly in promoting transparency in political financing. The Cabinet Secretariat will develop an action plan in coordination with relevant institutions, with the IAAC expected to actively contribute at all stages of implementation.

On the margins of the Conference, bilateral meetings were held with representatives of several institutions, including the International Anti-Corruption Academy (IACA), the Anti-Corruption Service under the National Security Committee of the Republic of Kazakhstan, the Anti-Corruption Commission of the Kingdom of Bhutan, and the Enforcement Directorate of the Republic of India.

During the meeting with IACA, both sides discussed opportunities for organizing joint training programmes and cooperating in promoting Mongolia’s anti-corruption good practices and the adopted resolution on political financing transparency.

In discussions with the Kazakh delegation, both sides noted recent institutional changes and expressed interest in continuing cooperation under the existing Memorandum of Understanding, including experience-sharing and joint training activities.

During the meeting with the Bhutanese delegation, both sides reaffirmed their intention to strengthen bilateral cooperation, building on the longstanding friendly relations between the two countries.

In the meeting with the Enforcement Directorate of India, the parties discussed possibilities for mutual legal assistance in corruption and economic crime cases, and exchanged contact information for future cooperation.

The 12th session of the Conference of the States Parties to UNCAC is scheduled to be held in Uzbekistan in 2027.
