PARTICIPATION IN THE 24TH MONITORING MEETING AND THE 30TH ACN STEERING GROUP MEETING

Representatives of the Independent Authority Against Corruption (IAAC) of Mongolia participated in the 24th Monitoring Meeting and the 30th ACN Steering Group Meeting of the Anti-Corruption Network (ACN) for Eastern Europe and Central Asia under the Organisation for Economic Co-operation and Development (OECD), held in Paris, France, from 7 to 9 July 2025.

The Mongolian delegation included Mr. Kh. Ikhmurun, Head and Chief Commissioner of the Prevention and Public Awareness Department, and Mr. G. Munkh-Ochir, Officer of the Research and Analysis Division.

The meetings brought together 155 representatives from international organizations, including EBRD, EPPO, the European Commission, the World Bank, OGP, OSCE, and EUACI, as well as civil society and experts.

The 24th Monitoring Meeting focused on the presentation and discussion of the 5th round monitoring reports under the Istanbul Anti-Corruption Action Plan (IAP) for Armenia, Azerbaijan, Moldova, and Ukraine. Participating countries presented their draft reports, followed by interactive discussions.

Key findings include:

  • Armenia significantly improved its performance score (from 32.3 to 53.7), reflecting strengthened legal frameworks and anti-corruption policies;
  • Moldova showed progress (from 54.8 to 60.4), notably through the adoption of the National Integrity and Anti-Corruption Programme (2024–2028) and enhanced whistleblower protection;
  • Azerbaijan recorded a decline (from 35.4 to 32.4), partly due to insufficient submission of supporting documentation;
  • Ukraine, despite wartime conditions, demonstrated continued progress in institutional capacity and legal reforms, with its score increasing to 62.9 based on assessed components.

For Mongolia, the 5th round monitoring report (2024) assessed implementation at a moderate level, with a performance score of 34.7, compared to the 4th round (2019), which indicated mixed compliance levels.

The 30th ACN Steering Group Meeting addressed regional business integrity policies, reviewed the implementation of the 2023–2026 Work Programme, and initiated discussions on the development of the 2027–2030 Work Programme. Planned activities include the 2026 ACN Plenary Meeting, revision of the monitoring methodology for the 6th round of the IAP, and expanded advisory services on business integrity.

Representatives from Montenegro and Bosnia and Herzegovina expressed their interest in joining the IAP framework.

The meeting also highlighted emerging trends, including strengthened legal reforms, enhanced institutional cooperation, and the increasing use of artificial intelligence tools in anti-corruption work.
